Mission

It is the task of the Charter Review Committee to examine the charter and suggest changes that will make the City operate more efficiently. This Committee convenes every five years or as needed at the pleasure of the City Council.

Key purposes of a municipal charter:

  • Establishes government structure: It defines the city's form of government, such as the roles of the mayor, city council, and other officials.
  • Defines powers and responsibilities: It outlines the powers, duties, and responsibilities of the local government, which can include providing services like public safety, transportation, and waste management.
  • Provides a basis for local lawmaking: It gives the municipality the authority to create its own ordinances and regulations, as long as they don't conflict with state or federal law.
  • Reflects community values: A charter is often a unique reflection of a community's values, as it is a document that citizens can adopt and amend to control their own local destiny within state-prescribed limits.
  • Transfers state authority to the local level: It grants the city the authority to manage its own municipal affairs, which was previously the responsibility of the state legislature.
