Water used for drinking and cooking should be free of pathogenic (disease-causing) microorganisms that cause such illnesses as typhoid fever, dysentery, cholera, and gastroenteritis. Since the advent of modern water treatment systems in the early 1900's, waterborne occurrences of these diseases have been dramatically reduced.
Although there are several methods to eliminate pathogenic microorganisms in water, chlorination is most commonly used and is an excellent way to disinfect drinking water supplies. The City of Oviedo uses chloramines, a variation of this method, to treat and disinfect our drinking water supply.
Chloramines are produced at water treatment plants by combining chlorinated water and ammonia. This is done to increase the effectiveness of the disinfecting material as it journeys through miles of underground pipes. It also reduces the taste and odor of water, which is purely chlorinated.

In some areas of Oviedo, water moves very slowly through the distribution pipes. Slow movement may cause sediment to build up over time, resulting in a film to accumulate along the pipe walls. Flushing lines cause the water to move very quickly, cleaning the pipes, and assuring consistently good water quality.
No. The flushed water is free to either evaporate or percolate into the ground. Also, the overall increase in water use for flushing is small compared to the amount of water used during the year.
Temporarily converting from chloramines to free chlorine is done to accompany the flushing process. Overtime, sediments accumulate in water pipes. If not controlled, this can reduce the quality of our drinking water. The material in water pipes can become accustomed to the chloramine disinfectant, which is routinely used. Switching to free chlorine, which is a stronger disinfectant, for a short period, ensures the quality of our water during the flushing process. Using fire hydrants to conduct system-wide flushing of our distribution mains, combined with the disinfectant change, is a very effective method for cleaning out this sediment and other built-up material. This procedure is a standard practice used nationwide.
You may notice a slight chlorine taste and smell to water during this period. This is normal and poses no health risk. If you would like to minimize this odor, you could put a pitcher of water in the refrigerator until cold and then drink.

Yes. This is a common industry practice. Many utilities throughout the country that use chloramines as a distribution system disinfectant convert to free chlorine annually for water line flushing.
Kidney dialysis patients can safely drink, cook, and bathe in chloramine-treated water. Chloramines are only harmful if they directly enter the bloodstream. Since water does come into contact with the bloodstream during hemodialysis, very strict water purification standards should already be followed by your healthcare provider. However, if you have any concerns, please contact your healthcare provider for more information.
Chlorine and chloramine may be toxic to fish, other aquatic animals, reptiles, and amphibians. Unlike humans and other household pets, these types of animals absorb water directly into the bloodstream. However, products are available at aquarium supply stores that can remove chloramine. Ask your local pet store about methods of eliminating disinfectants from water for these pets.

The City of Oviedo does not offer discounts or credits for refilling a pool. However, the sewage fee is capped at 10,000 gallons so residents are not charged for more than 10,000 gallons in sewage.
Aquifers can be thought of as vast underground porous rocks that hold water and allow water to move through the holes in the rock. Aquifers can be composed of different types of earthen materials such as sand, shell, and limestone. Fresh and salt water fill the various sized holes in the rock. Freshwater generally fills the uppermost part of aquifers while salt water is present at greater depths.
In some areas, water in an aquifer is confined or overlain by a thick layer of clay followed by sandy soil extending up to the land’s surface. Where water in an aquifer is confined, the water is under pressure. This pressure allows water to rise in a well above the top of the aquifer and, in some places, above the land’s surface without a pump which results in an artesian well

Oviedo residency only includes those streets that are within the city limits of Oviedo. Homeowners at these addresses pay taxes to the City of Oviedo, which help fund the Recreation and Parks Department. There are many Oviedo addresses that are labeled as Oviedo by the postal service, but are technically unincorporated Seminole County. Homeowners at these addresses do not pay taxes to the City of Oviedo, therefore, an additional non resident fee is assessed to cover the cost of programs, facilities, etc.

Oviedo Recreation and Parks offers a Non Resident Membership as a way to help lower the costs of programs and admissions. A Non Resident Membership costs $50 for the entire family for one year. During that year, anyone in that household registering for any of our programs or utilizing our facilities would pay the Non Resident Membership fee, which is a discounted price from the regular Non Resident fee.
No. We are a novice team. The children learn about the basics of competitive swimming. We focus on stroke fundamentals and endurance.
We offer Swim Lessons for children including a Pre-Cuda swim lesson. When you complete the try-out, please ask the instructor which Level your child would be placed in. Flyers are located at both Riverside Park and the Gym and Aquatic Facility.
A towel, goggles and something to drink (water or sports drink). We highly recommend goggles as the water is sometimes hard on the swimmers’ eyes with the amount of time they spend in the water.

A special assessment is a charge placed on a property because that property receives a special benefit from the services or facilities that are funded by the special assessment. A street light special benefit is based on the provision that street lights specially benefit all of the improved parcels, whether residential or commercial, by protecting and enhancing their value, use and enjoyment. The provision of street lights provides better identification and recognition and can enhance safety and access to property. A special assessment is not a tax and is not based on the value of your property.
The streetlights are owned by either Duke Energy Corporation, Florida Power and Light, Orlando Utility Commission and The City of Oviedo.
Each parcel being assessed must receive a special benefit that equals or exceeds the amount of the special assessment actually imposed on the parcel. All developed parcels within the City benefit from street lighting services. Parcel apportionment is accomplished through the development of a base billing unit, called an Equivalent Benefit Unit (EBU).
One (1) EBU equals one (1) Single Family Residence, multifamily 10 units or 0.26 acres for General Service Parcels.
The proposed Non-Commercial assessment per residential unit is $78.13 per year.
General Service Parcels which include commercial and multi-family parcels with more than 10 units will be charged per 0.26 acres of property, or one Equivalent Benefit Unit(EBU), with a cap of 50 EBU’s
Assessments will be initiated in the fall of 2018 and will appear as a line item on your property tax bill. If you make monthly mortgage payments, it is likely that this amount will be escrowed by your mortgage and your monthly mortgage payment will include this assessment.
Street light services are currently paid by a gas tax revenue called the Local Option Gas Tax (LOGT) and the City’s general fund. As automobiles continue to become more efficient and in some cases 100% electric, the LOGT fund will decline to the point where it could only cover construction costs for required transportation projects (i.e., new roadways, turn lanes, traffic signals, sidewalks, etc.).
Additionally, LOGT funds are allocated to municipalities based on the proportional share of transportation expenditures made by each municipality. Street light expenditures are an allowable expense from LOGT funds, but reduce the City’s ability to maintain and construct new roadways. By utilizing the street light assessment funding source, the ongoing costs of street lights can be covered and, at the same time, the City’s LOGT and general fund can be maximized.
The majority of municipalities fund their street lighting cost from their General Fund, Local Option Gas Tax (LOGT), or through special assessments. However, special assessments are becoming more common as they are seen as a more equitable way to pay for the service.
The assessment will fund energy costs associated with operating current street lighting in public rights of way city wide, maintenance of street lighting in public rights of way city wide, upgrading of existing street lighting to energy efficient Light Emitting Diode (LED) technology and expanded lighting in non-lighted areas such as Mitchell Hammock Road.
No. Special assessments can only be used for the services or facilities for which they have been imposed.
Yes. However, as required by law, the assessment implementation documentation requires that assessments cannot be increased without first conducting a public hearing on the matter in front of the City Council.
Yes. There are a few areas within the City that have deficient street lighting. However, the street light assessment includes a small capital component to fund the installation of street lights in these deficient areas. Staff is proactively identifying these areas and will arrange for the installation of street lights.
Private communities are not exempt from the Streetlight Assessment. While many private/gated communities pay for their internal street lighting the City’s Street Lighting Assessment encompasses all public rights of way within the City. All residential and commercial property owners benefit from the City’s public road network and the lighting contained thereon. Additionally the Street Lighting Assessment will provide for the expansion of street lighting in currently unlit areas throughout the public road network and the upgrade of the existing street lighting system to new (LED) technology. Furthermore the City’s street lighting network enhances both the Police and Fire Department’s response times for all City properties and enhances nighttime pedestrian safety.
On Monday, August 20, 2018, at 6:30PM, at City Hall, a public hearing will be held during the Commission meeting for an opportunity for residents to voice their concerns. City Commission meetings are held at City Hall, 400 Alexandria Blvd, Oviedo.
