Policies
The City of Oviedo Recreation and Parks Department utilizes the Thor Guard Lightning Prediction and Warning System at all Recreation Facilities, which includes Riverside Pool and the Oviedo Aquatic Facility.
Thor Guard System
The Thor Guard System was designed to evaluate the electrostatic field and compare the energy migration of the positive and negative ions. Thor Guard continuously measures the millivolts of static electricity, both in the air and on the ground, in a 2 mile radius. When the system detects sufficient electricity in the area to predict a lightning strike within an 8 to 20 minute window, the warning system will sound.
Procedures
The following is the procedure for all Recreational activities during inclement weather:
- The first horn will sound for 15 seconds. This indicates the Thor Guard System predicts a lightning strike will occur in the 2 mile radius in less than 20 minutes.
- When the horn sounds, all outdoor activities will cease immediately and all pools, decks, fields and walkways will be cleared. All patrons are asked to seek safety in their cars, as we do not have the space to safely accommodate waiting patrons.
- While there is still potential for lightning within the 2 mile radius, a strobe light will continually flash.
- When the Thor Guard determines it is safe to resume activities, the strobe light will turn off and 3, 5 second horn blasts will sound. The pool will reopen when Thor Guard has determined it is safe to resume activities.
- Until this time, please seek shelter in your car or inside the building. We are unable to allow patrons to wait outside under the over-hang of the building.
The aquatic staff follows these temperature guidelines:
- Aquatic Staff will cover pools if overnight temperature is forecasted to drop below 65 degrees including wind chill.
- If wind speed is over 15 mph, Aquatic Staff will not install or remove pool covers until such wind velocity drops below 15 mph.
- The Aquatics Supervisor will make final decision regarding the covering of the pools.
- All pools will not open if outside temperature is 40 degrees or lower including wind chill.
- In the event of mechanical issues presented by geothermal and pool heater units, and outside air temperatures is 50 degrees or lower including wind chill, then Aquatic Staff reserves the right to close pool(s) if water temperature is not a minimum of 78 degrees.
Resident Rates
Oviedo Residency restrictions are a requirement of the City of Oviedo Recreation and Parks Department. Proof of Residency is required for Resident rates. You must live within the City limits; not simply have an Oviedo mailing address.
Non-Residents
Non-Resident Members are non-residents who pay a yearly fee to Oviedo Recreation to receive discounted Non-Resident rates.
Grace Period
The City of Oviedo allows a 48 hour grace period for any cancellation of registration. All requests must be submitted in writing and within 48 hours of registration and prior to the start of the program in order to receive a full refund. Any changes after the initial 48 hours and before the program begins are subject to a 25% administrative fee.
Refunds & Payment
There are NO REFUNDS after the program has begun. Payment for a program entitles the participant use of the pool during that program only. Pool admission must be paid for use of the pool before or after program/class.
Classes without 50% participation will be cancelled.
DAILY POOL REFUNDS
No refunds or rain checks for any reason. In the event of pool closure due to inclement weather, you may return later in the day if the pool reopens. Pool admission is for duration of the day, patrons may leave and return in the same day without repaying.
Residents
An Oviedo City Resident is someone who resides within the Corporate City Limits. A resident membership ($30 per person) may be purchased to receive the discounted member rate on most activities in the City of Oviedo, which also includes other recreation areas such as Athletics and Camps. A resident membership does not serve as an unlimited visit pass.
The Post Office assigns mailing addresses and the Oviedo mailing address extends beyond the City's Corporate Limits, consequently, you may have an Oviedo mailing address but not reside in the Corporate City Limits.

Non-Residents
A Non-Resident is someone who does not live within the City Limits of Oviedo. A non-resident membership ($60 per person) may be purchased to receive the discounted member rate on most activities in the City of Oviedo, including other Recreation areas such as Athletics and Camps. The City of Oviedo is an authorized provider of Starfish Swimming, which is a nationally recognized swim instruction curriculum developed by the Starfish Aquatics Institute (SAI) on group and private lessons
Welcome to our swim lesson program through the Starfish Aquatics Institute!
For our Spring weekday (April and May) and Fall (August and September) sessions, there will be 6 classes, with 5 classes guaranteed. Summer (June and July) sessions will be 8 classes, with 6 classes guaranteed in a 2-week span. The format is as follows:
- Spring and Fall: Evenings twice a week for three weeks.
- Summer: Monday through Thursday for two weeks, mornings or evenings. Two sessions per month.

Class Descriptions:
On Day 1, swimmers will be evaluated & divided up into groups based on skill first, then age.
PRIVATE LESSONS
Aquatics offers Starfish Swim Lessons to participants from 6 months to adults. All Instructors are certified Water Safety Instructors. Private Swim Lessons are designed for swimmers and non-swimmers alike of all ages.
Each private session consist of (4) one-on-one classes; 20 minutes in length. Class schedule will be arranged between instructor and participant.

The Splash Zone Activity Pool is CLOSED for the 2025 season.
The Splash Zone is located at the Oviedo Gym and Aquatic Facility

The Splash Zone is open seasonally and allows kids to come and play during a two-hour window. Lifeguards are on duty when the Splash Zone and Pool are open.
- Riders must be at least 48 inches tall to ride the big blue slide
- No inflatables, glass, or alcohol are allowed in the facility, and food must be kept at the chairs/tables (aka out of the pool)
- Non-Inflatable life jackets are always welcome, but our facility also has some available to use if need be
- There is a $5.00 fee to bring in you cooler and staff are to inspect coolers at check-in to insure there is no glass or alcohol

All poolside birthday parties at held in the Splash Zone Pool at the Aquatic Facility. The birthday child must be turning at least 4 years old to reserve a birthday party package.
All birthday parties are not private rentals; therefore, there may be up to three parties at the same time. You are welcome to bring your own food.
Party sizes will be limited to no more than 30 individuals. If a party is expecting more than 30 individuals, than the party will be required to book more than one time slot (if available) for their requested time.

INCLEMENT WEATHER/CANCELLATION POLICY
- The City of Oviedo Inclement Weather Policy will be followed. In the event of lightning/thunder at the time of the party, it will be cancelled by Aquatic Staff and available to be rescheduled within one year. If severe weather begins after 7:30 pm, parties cannot be rescheduled. Rain does not constitute inclement weather.
- In the event that inclement weather is present and has closed the Aquatic Facility prior to the start of your scheduled Poolside Birthday Party, an Aquatic Staff member will reach out to discuss your options.
- Parties cancelled two weeks prior to the party date can receive a refund in the form of a check refund subject to a 25% administrative fee (not to exceed $50).
- Parties who cancel less than two weeks prior to the party will forfeit all payments received and receive no refund.
Party Guidelines
- Birthday Child must be turning AT LEAST 4 years old
- Entire party is outdoors
- No refunds due to inclement weather; party can be rescheduled within one year
- Party space is limited, reservations taken on a first come, first serve basis
- Due to HRS standards, anyone going onto the pool deck is considered a guest regardless if they are swimming
- Outside food and drink is allowed during parties hours; pizza is highly suggested
- Please be sure to bring the following items as they will not be provided:
- Food and drink
- Plates, napkins, cups, silverware
- Cake, candles and matches
- Camera
- Anyone wishing to ride the Blue Slide in Splash Zone must be at least 48 inches tall without shoes, and be able to pass a swim test
- All pool rules and regulations still apply
- Birthday Parties are not private rentals; there will be more than one party at the same time

Planning for Your Party
- A guest is anyone stepping onto the pool deck even if they do not plan to swim; this includes all family members attending party
- Reserve your party on the larger side - remember to plan for any parents wishing to attend the party, the maximum amount of individuals per party is 30. Any party larger than 30 individuals, will need to reserve more than one party slot, if available
- Pizza is recommended for all parties - all local pizza companies will deliver to the Aquatic Facility
- Please no glass or ceramic dishes
About the Lifeguard Camp
Have you ever wondered what it would be like to be a lifeguard? What are the skills, knowledge and attributes of a professional lifeguard? The Junior Lifeguard Camp explores what it takes to be a lifeguard. Many of the skills learn/developed helps put the Junior Lifeguard in good position for future lifeguard course participation. The camp covers the following topics:
- Water safety
- Rescues
- CPR/First Aid
- Role of a lifeguard
- Physical fitness training
- Stroke development
The camp members must be between the ages of 11 and 15. Participants must bring water, sunscreen, athletic clothes, running shoes, and proper swimming attire. Each camp is 4 classes and each camper must attend all 4. For more information, contact the Head Lifeguards.

General Course Information
- Swimming requirements must be completed and passed in order to participate in the course.
- Completion of the course does not guarantee employment with the City of Oviedo.
- To receive certification, the participant must pass all course requirements, written and final skill tests.
- With successful completion of any StarGuard Elite Course offered by Oviedo Aquatics, you will receive a StarGuard Elite Lifeguard Certification valid for two years from the issue date.
Lifeguard Course Requirements
- Minimum age of 16 by course begin date.
- Swim 300 yards continuously demonstrating breath control and rhythmic breathing.
- Tread water for 2 minutes using only the legs.
- Swim 20 yards using freestyle or breaststroke, surface dive 7 to 10 feet, retrieve a 10-pound brick, swim 20 yards back with two hands on the brick keeping your face above water, and climb onto the pool deck within 1 minute and 40 seconds.
Water Safety Instructor COURSE REQUIREMENTS
- Minimum age of 16 by course completion.
- Swim 25 yards with proper technique of the Front Crawl, Backstroke, Breaststroke, Butterfly, Sidestroke, and Elementary Backstroke.
- Swimming requirements will be completed on the first scheduled day of the course.
Blended Learning
- Blended learning combines online learning with on-site skills sessions where you practice skills and demonstrate competency.

About the Blue Dolfins
Oviedo Aquatics’ Big Kahuna pool is home to the Oviedo Blue Dolfins Swim Team. The Blue Dolfins are headed up by Coach Charlie Rose.
The Blue Dolfins are a USA competitive swim team for swimmers 5 to 18 years old. They practice up to six days per week. The Blue Dolfins are not run by the City of Oviedo.

Deep Aqua Fit For Seniors (55+)
Deep Aqua Fit is a non-impact, deep water aerobics class that works a variety of muscle groups as well as the cardiovascular system. The class is held in the deep end of the pool and utilizes buoyancy belts and hand buoys. All equipment is available to use free of charge during the class.
